Upon extremely close examination of photo exhibit one
it appears that said vermin's board leash is unceremoniously dangling between his/her...or perhaps more properly stated, its hind legs.

The termination point of the leash in question appears to house a taped-on cigarette lighter; the offending tendril a flawless surrogate for a smoker's umbilical cord. Not surprising, given scourge's head dress embellished with the simple phrase "Longview", evocative of the industrial & cerebral wasteland of the same name. Not to go too far afield, (perhaps PKH will need to add a footnote feature), Greenday's scathing indictment, while sonically deficient, is indeed an accurate portrait. Also, of note, known in the lower reaches as Bongview, (in close proximity to the ashtray of the Pacific Northwest, Jones Beach (see http://www.nwkite.com/forums/t-9344.html) said city features a prominent residential area known as Dogpatch.

Concerning our primary subject, I am neither surprised, nor amused. Three simple words dominate my mind's electric eye as I weigh the many means for disposal...surgical air strike.
