Arthur,

Holy Crap, and they are arguing about a new hotel and cable park based on natural fish habitat? Damn, the entire mess down there is man-made! When are environmental impact statements needed regarding the effect of man made structures? Oxymoron there.

Here's another view of the construction of the Hood River waterfront. That lagoon in the middle might have been a good place for beginner lessons.
