One thing confused me however and hopefully you can clarify. You mentioned in the beginning that Jones Beach is private property. I had made, up to this point, the assumption that it was public and under the juridiction of a state or federal government entity (Army Corps of Engineers for example) since so many people (kiters, horses, 4x4, ...) use it. Can you clarify maybe on a map where the bondaries of the private vs public domain are? Also, I am now wondering about the tip of the island in the area of the ponds.
