I noticed a guy this spring that works out of his very decorated, big vehicle that looks like a legit school. He shows up for 2-3 weeks and solicits lessons from people on the beach and leaves once he starts getting noticed by the local shops. He basically tries to blend in but disregards the territories/rules established by the local shops and takes their business. He probably has no insurance and you get what you get from the lesson and gear. In case of an accident, I would assume all you would see are his tails lights leaving town.
Teaching you friends and family for free is one thing, schools following the rules with certified instructors and insurance is also a good thing, but beware of the fly by night instructors as they are out there and will probably be showing up more often.
Each location has its own issues of safety, launches, crowding, and sharing the water with others including pole surfers. I think Will's just asking we be aware of his spots delicate balance too.
