				Dogs CAN wriggle out of collars. Especially when they are left alone and scared. The fact the collar was left behind suggests this as POSSIBLE. Maybe it just ran away, and it feels better to designate the dog as stolen (rather than escaped).
 
 
Leaving an unattended dog tied up outside is a big risk, in so many ways. I would never do this with my dog. Nevertheless, I will keep my eyes open! And maybe floating this to the top will help somehow.
