I'm saying neither. Maybe Manzo if you're light and have a 14-17m kite; S/SW winds at 10-15 mph. S/SW winds usually are not typically steady.

Jones is cloudy and calling for much needed rain. You'll need Portland and east to clear so it can pull system through/ need pressure differential from Astoria to Portland on east.
PDX forecast looks to be about the same as Jones so I doubt it will blow. If it has any chance it will be late afternoon into the evening.

Good day to get other stuff done so when it becomes windy again you can go get some.

+1 on Sasquatchs notes - I keep looking at the models and don't see it working either way.

Side note... I'm packing up and heded south tomorrow for Floras, Whiskey Run and Pistol. Boyce Cope RV#4 if anyone else is going to be down yonder.
