Is LV good this time of year or is it too early?

LV is good, LB is good and I like venturing a little south east toward Punta Colorada. A bit more onshore but it's almost always to yourself.
October / November I'm scour Texas for winds before going to MX

It is a bit early so right on the edge. Last year it blew 21 days in November. The year brfore it blew 2. Yes, you read that right, 2 days in November.
As always, you pay your money and you take your chances but I would think oboist other places that early.

I've never been there and perhaps the wind meter is sitting behind an AC unit or something...
But the best statistical wind graph I have found on ikitesurf is barbados.
I also added la ventana for comparison. I can say that in my opinion La Ventana is windier than the wind meter represents by about 5mph or so.

Disclaimer: I've never kited there (I didn't kite at the time), but during my two surf trips there the wind has blown constantly.
There's lots of beach access (lots of tight launches & landings, as I recall), lots of good waves (Soupbowls!), friendly locals, and plenty of downtime activities.
It ain't cheap, but welcome to the Caribbean.
Flying fish sandwiches, the local fare of choice, are delicious!

If you feel like kiting above 70 degrees north, come on up here to Prudhoe. It's snowing today and a balmy 35 degrees, the water is 41 degrees. The Polar Bears are roaming through camp to the bone piles from whaling. The Brown Bears roam through Deadhorse all day and night looking for food. The Caribou and Musk Ox are on their migration routes across the great white north. Wind is good and often so steady your kite will fly itself.
Oh wait... its my go home day! Be in the Gorge by morning! Whew..

Brazil is good in November. Pretty much 100% windy days on 6m or 8m. http://go-kite.com/
Maui is good - last few years I have 80% of days on a 9m or smaller in November.
Plus you can sup or surf in the mornings.
