Are the schools regulated anywhere in OR besides Hood River? How are they regulated there? Any ideas for better regulation?

I know at one point (last year I think) the Port of Hood River had all the schools re-apply for access to the spit and permission to have their business there. From what I heard it was an RFP type process... and only a certain number of schools were picked.

It'd be good to hear it straight from someone who was involved in the process though what the details were. I know there were some new requirements like that you had to have a jet-ski and what not.
