It is very easy to find using a Map.
Pacific Wave in Warrenton can assist if you get lost and has a map to the parking lots.

the thumbtack images are apparently spots to kite (on the google map in the Sunset Beach Kiteboarding Guide). there is one labeled 'Parking Lot D Launch', i'm guessing that's it as the guide has this snippet way towards the end:
'Ft. Stevens. Parking Lot D is on the Lower Columbia and can offer good NW and E winds if the beach is not to your liking. Watch the currents'

Just checked in here.... didn't think this place was such a mystery. It is a bit fickle for the drive but basically go into Ft. Stevens St. Park out of Warrenton (use the N entrance) and stay on that main road until you can't drive anymore, or parking lot D.
River access is W towards the bird watching blinds or right off the end of the parking lot.
