I wouldn't kite at the cape. It's too off-shore, unless you've got a fully depowering kite. With a normal kite, you'll just be kooking out and getting dragged out the back of the waves. Also kind of dangerous with rocks downwind, and it's a super sacred poleboarding spot.
I've kited the south jetty at Gold Beach, and that is insane. Just a little bit side-off, so it's more manageable. SICK waves there. Also lots of marine life!
I've also had great kiting days at "the Rock" right at pistol river, and downwind at the river mouth. Plenty of epic wave kiting in that neighborhood, but I'd be careful about kiting at the cape.
