Last year ODOT put up "No Parking" signs on the north side of the freeway where we all once parked, so now we have been dropping people off and parking on the other side or at the Discovery Center. Well, according to the state patrol officer that pulled up behind me while picking up my crew, if your tires aren't moving you are parked and they will write you a ticket. You are not allowed to stop even for a moment unless it is an emergency and dropping off or picking up is not an emergency.

Crossing from the other side is known as "Frogger style" and only practiced by a few crazy kiteboarders who we will not speak of.

Did he clarify what shoulder means, typically it means teh asphault but they may take the entire 15 ft setback.
Some Dalles locals were parking there for their picnic, and on the dirt.

I think if you wanted to argue the term "shoulder" with the officer I had a run in with you might be spending the weekend in the slammer.
When I called ODOT last year when the signs went up they said the "shoulder" includes "all" of the freeway easment which extends 50 feet beyond the pavement.

So how far of a walk is it if you park "legally"?

If you park at the discovery center and walk down, it is probably a 15 minute walk. I have no problem with the rules of parking on the highway if it was universally enforced, but it isn't.
