Railroad a private property ? As long as they don't get subsidized with my tax dollar. Otherwise I own a stake in it.

If crowds lead to closures..... but opening to locals only don't cause crowds.....
is it really wrong to open and limit access to locals only?

good idea. I could really stand to beat up on someone smaller than me in kickball to make me feel about my kite boarding.

And I hate how those stupid kids get to have all to themselves, beautiful parking lots and playgrounds. I'd much rather be there than out on the water.

I had previously passed incorrect information. I thought Koberg beach (which is closed) was the same as rock creek park.

Oregon State Parks doesn't list Rock Creek park as either open or closed.

However, I should point out that a previous post of mine shows Wasco County GIS listing Rock Creek Park belonging to Oregon State Parks, not City of Mosier.
