A must read for all inhabitants of the Columbia Basin. I read it 14 years ago so I could understand the politics of this mighty river. Kiters/windsurfers don't even figure into the whole equation except to stress out the barge drivers.

"A River Lost: The Life and Death of the Columbia River" by Blaine Harden. He rode in a barge for a week or so and described the impact of the power and politics of "our" river!

After reading the book I interviewed a barge pilot. He said the 2 most stressful sections of the river were a very narrow section on the Snake River and dealing with all the kiter/ windsurfers in our region.

This recent read scares the crap out of me at this point in time.
https://www.nytimes.com/interactive/2017/07/28/us/columbia-river-privatization.html

Privatization of control at each of the dams with no govt or environmental organizations working as partners.
Profits would win over customers, demand, environment and fisheries.
