Never done it. One thing for sure is the current of Netarts Bay/Whiskey Creek is very strong and fast--nothing to take lightly.
I would think SW winds would be much better than due south winds. South winds probably would work better at the North end of the mouth of Netarts Bay and up close to the Oceanside cliffs (south side).
PM Barfly as that is where he "popped his cherry" kiting. . . learned it there and lived there for about 2 years.

I kited there with a trainer kite and a long board, right where the creek comes out into the ocean.
Sketchy as shit. I made it across to the peninsula, then on the way back all hell broke loose. I got a death spiral going with that trainer and then yarded into the drink, no wetsuit.
I was pretty stoked. I think that was before I even owned a kite.
Good memories...

Last summer I kited for one session at Netarts Bay, between tides. Wind was northerly.
