Don't get the wrong idea - this is a business trip - my employer is headquartered in Madrid.
But Madrid is only a pleasant 5 hour train ride from Tarifa, so...

looks like everyone is flying their kites on the beach and only a few are in the water. Do they kite different down/over there??

IN the water?! It's like 65F, nobody could survive that for long.
Also, this was sort of a launch spot, right when the wind was coming up. And nobody wanted to leave the beach because of the chicas bonitas sunbathing Euro style. If you know what I mean...
