Light wind location, but there are a few locations to kite in and around Cancun. Personally I wouldn't go there if kiting is you main focus w/lighter winds. But the water temps and color of the water is awesome. Kite school somewhere up in Cancun.

Use the search function to pull up past posts. North of Cancun proper... main beach would be hell w/the crowds. Search for a post by NAK on Cancun kiting.

Tulum area and the island just south of Cancun, Cozumel.

Ikarus 20 minutes north of Cancun rents full gear and has flat water and ocean launches for north winds. Tulum has choppy but beautiful area for east winds. Marco at Extreme Control has full rentals there. East winds (after March) are light but north’s can be strong. For families I suggest Akumal (just north of Tulum). Cancun and PDC are very crowded and loud. Great ruins, cenotes, beaches, and snorkeling down in the Tulum Akumal area. Never been west to El Cujo and Progresso but hope to soon!

Good friends of mine are running a kite school in El Cuyo. This is a place about 2 hours from the Cancun Airport in the general direction of Holbox, but with more consistent wind probability. Haven't been myself but it sounds pretty sweet if you want a small town in the tropics with a few restaurants and daily wind.
